Is travel insurance compulsory for travel to USA?

My parents go to the United States in February 2008. I just want to know if the insurance is mandatory for International Travel traveling from the United States for visits of the family? If yes, do I have insurance companies Marquee (cost) that have good reviews? I heard that "Travelers Liberty plan is quite cheap and good for a short trip, but do not know about the reputation and efficiency of claims settlement company that offers this plan.
